We need to protect and pre- serve our natural resources. To that end, I have introduced legislation to protect America's wildlife refuges. Our current revenue system is antiquated, and I advocate replacing it with one based upon a Value-Added Tax. I also support balanced budget and line-item amendments to the Constitution. Finally, we must find ways to provide health care for all Americans. In previous congresses, I have sponsored legislation which would provide basic health care to every American and I am eagerly awaiting President Clinton's proposal for reform.
